A proje\u00e7\u00e3o faz parte de estudo in\u00e9dito da PSR, intitulado \u201cAccelerating the Brazilian Energy Transition \u2013 Solar-Hydro Synergy: An Iconic Renewable Study\u201d, que analisa o potencial t\u00e9cnico, econ\u00f4mico, regulat\u00f3rio e ambiental da integra\u00e7\u00e3o de sistemas solares fotovoltaicos flutuantes (FPV, na sigla em ingl\u00eas) a usinas hidrel\u00e9tricas no pa\u00eds.<\/p>\n\n\n\n<p>\u201cA integra\u00e7\u00e3o entre hidrel\u00e9tricas e sistemas solares flutuantes ou pr\u00f3ximas de reservat\u00f3rios \u00e9 uma op\u00e7\u00e3o estrat\u00e9gica para o Brasil avan\u00e7ar na transi\u00e7\u00e3o energ\u00e9tica com efici\u00eancia e sustentabilidade\u201d, afirma Rafael Kelman, diretor executivo da PSR. \u201cTrata-se de uma oportunidade para usar a infraestrutura j\u00e1 existente para expandir rapidamente o uso de fontes renov\u00e1veis\u201d.<\/p>\n\n\n\n<p>O estudo identificou um potencial te\u00f3rico de gera\u00e7\u00e3o \u201cinfinito\u201d (de 2.265 GW a 3.800 GW) com a instala\u00e7\u00e3o de sistemas de FPVs em toda a superf\u00edcie de reservat\u00f3rios hidrel\u00e9tricos do pa\u00eds. \u00c9 mais de dez vezes superior \u00e0 capacidade instalada atual do Sistema Interligado Nacional (SIN), de 235 GW, de acordo com o Operador Nacional do Sistema El\u00e9trico (ONS).<\/p>\n\n\n\n<p>Do ponto de vista econ\u00f4mico, os projetos de FPV mostram-se vi\u00e1veis, especialmente em cen\u00e1rios com pre\u00e7os elevados de energia no mercado de curto prazo. O potencial econ\u00f4mico varia entre 17GW, em um cen\u00e1rio de pre\u00e7os fixos, e 24 GW, quando se considera a m\u00e9dia hist\u00f3rica dos pre\u00e7os spot de eletricidade no Brasil.<\/p>\n\n\n\n<p>Do lado ambiental, o estudo aponta que os sistemas flutuantes podem reduzir a evapora\u00e7\u00e3o da \u00e1gua entre 30% e 50%, dependendo da \u00e1rea coberta do reservat\u00f3rio, contribuindo com a conserva\u00e7\u00e3o de \u00e1gua para a gera\u00e7\u00e3o hidrel\u00e9trica, embora o ganho direto de produ\u00e7\u00e3o de eletricidade com a \u00e1gua economizada seja modesto.<\/p>\n\n\n\n<p>A opera\u00e7\u00e3o h\u00edbrida entre sistemas solares flutuantes e usinas hidrel\u00e9tricas tamb\u00e9m traz sinergias importantes, como perfis de gera\u00e7\u00e3o complementares e uso compartilhado da infraestrutura de escoamento, o que pode reduzir custos de conex\u00e3o e facilitar a integra\u00e7\u00e3o das fontes.<\/p>\n\n\n\n<p>O Custo Nivelado de Energia (LCOE, na sigla em ingl\u00eas) de um sistema solar flutuante (R$ 374\/MWh) ainda \u00e9 superior ao de um sistema solar terrestre (R$ 343\/MWh), principalmente devido ao maior valor de investimento inicial. No entanto, fatores operacionais e ambientais podem compensar essa diferen\u00e7a, especialmente em locais com restri\u00e7\u00f5es de uso do solo.<\/p>\n\n\n\n<p>Apesar do alto potencial, a ado\u00e7\u00e3o da tecnologia enfrenta desafios. O estudo destaca obst\u00e1culos como o risco de cortes na gera\u00e7\u00e3o (curtailment) por limita\u00e7\u00f5es na rede de transmiss\u00e3o, restri\u00e7\u00f5es operacionais das hidrel\u00e9tricas e a necessidade de fontes flex\u00edveis em per\u00edodos de baixa demanda.<\/p>\n\n\n\n<p>H\u00e1 tamb\u00e9m aspectos regulat\u00f3rios e ambientais que precisam ser equacionados, como os riscos de eutrofiza\u00e7\u00e3o e impactos sobre a fauna aqu\u00e1tica.
