GSF and MRE: Have We Got out from the Maze?

OPINION

The subject of this edition is the imbroglio of GSF and MRE. However, since a Provisional Measure is about to be published by the government, exceptionally, a supplement to the ER Opinion section will be issued after that Measure is released.

REGULATIONS

In this issue we address (i) generation out of merit order; (ii) Regulatory Agenda and urgent needs; (iii) scheme for 2017 energy auctions; (iv) Public Consultation for 2017 new energy auctions notices; (V) marketing rules for 2018; and (vi) control of marketing contracts.

WATER RESOURCES AND ENVIRONMENT

This section deals with the viability of the Brazilian proposal at the Paris agreement, on zero illegal deforestation in the Amazon region, considering deforested area projections for different scenarios, and time horizon for depletion of native vegetation stocks.

INTERNATIONAL

In this edition, we discuss the challenges of energy transition to more modern systems and markets, and we point out decentralization and digitalization as central issues in this process. Conceptual challenges are also pointed out, as well as what is being done abroad, in order to illustrate practices having potential to gain space in the electric markets of the future.

SUPPLY

This edition features the updated balance of energy demand and structural supply for the coming years, including our traditional delay meter.
