The subject of this fourth chapter about proposals for improving the sector model is the Draft Law 1917/15, known as “electricity bill portability”, which aims to stimulate a greater participation of demand in the free environment (ACL). In particular, we discuss the issue of “legacy contracts”: how to prevent the distribution utility from keeping an excess of “held back” contracts if a significant fraction of its consumers migrate to the ACL.
Exceptionally, there will be no Regulations section in this issue.
In this section we discuss proposals for improving the hydroelectric plants environmental assessment in the planning stage.
