PSR supports the National Electric System Operator (ONS) in study that quantifies the operator’s annual benefits to society at R$ 12.6 billion

The closing workshop of the ONS Added Value Project was held in the auditorium of the ONS. The event was attended by more than 120 people, including in-person and remote participants. In addition, the Director-General of ONS, Marcio Rea, the Director of Operations, Christiano Vieira, the Deputy Executive Secretary of the Ministry of Mines and Energy, Fernando Colli, as well as authorities from the World Bank (META Project) also participated in the event.

The overall objective of this unprecedented consultancy in the Brazilian electric system was to estimate the financial gains provided by the coordinated action of ONS in the National Interconnected System (SIN). The work was carried out in close collaboration between the ONS technical team and specialists from PSR consulting.

In just five activities analyzed, the benefits exceed R$ 12.6 billion per year, reinforcing the strategic importance of the ONS for the security, efficiency, and economy of the Brazilian electricity sector. The five areas of activity whose financial impacts were quantified were:

  • Coordination of hydroelectric cascades – R$ 6.36 billion
  • Disturbances avoided – R$ 4.97 billion
  • Risk aversion criteria – R$ 450 million
  • Expansion and Reinforcement Plan (PAR) – R$ 470 million
  • Operating power reserve – R$ 365 million

These estimates for the value of the ONS’s contribution are the result of the development and application of a robust methodology that compares results from real scenarios (with the ONS’s involvement) with counterfactual scenarios (without the Operator’s involvement), using real operational data from the Brazilian system and internationally recognized methodologies used in the planning and operation of electrical systems. The technical partnership between ONS and PSR ensured rigor, alignment with international experiences, and transparency in the results.

The result of the consulting – identifying how much value the ONS’s coordination activities generate for society – constitutes a milestone for the Brazilian electricity sector, especially at this time of transformation. The project should continue in the coming years, with periodic updates to the value of these activities and, also, with the inclusion of new areas and the creation of new economic value indicators for the Operator.
