ABOUT PSR

Team

Our team is multidisciplinary, with experts in the fields of energy economics, energy and gas system modeling, electric generation and transmission studies, environmental analysis, economic and financial studies, regulation, hydrology, statistics, risk management, and stochastic optimization. This team develops “tailor-made” solutions in close cooperation with the client’s technical and IT groups. Our analytical and technological developments are based on our internal R&D (a large part of the PSR team actively contributes to journals and international seminars) and a worldwide network of strategic partners in the fields of energy and gas, finance, environment, and system development.

Luiz Augusto Barroso, DSc

CEO

With PSR since 1998, Barroso is currently the CEO.

Professional Experience

  • Has integrated experience in industry, government, and academia, having worked in Brazil and in over 30 countries in areas related to public policy, planning, operation, regulation, economics, and modeling in the energy industry, and is globally recognized.
  • Served as the president of the Energy Research Company (EPE) and was responsible for energy planning studies that support public policy formulations by the Ministry of Mines and Energy (MME), to which the company is linked.
  • Since 2013, he has been an associate researcher at the Institute for Technological Research (IIT) at the University of Comillas in Madrid, Spain.
  • Since 2010, he teaches annually at the summer school on energy regulation, organized by the Florence School of Regulation (FSR) in Italy.
  • Was president of the E+ Panel of the E+ Institute for Energy Transition from 2019 to 2023.
  • In 2018, he was a visitor at the International Energy Agency (IEA) in France, working on the newly created Clean Energy Transitions Program, a multi-year plan supported by 13 countries to support the energy transition worldwide.
  • In 2010, he received the Outstanding Young Engineer Award from the Power and Energy Society (PES) of the Institute of Electrical and Electronics Engineers (IEEE).
  • In 2020, he was named an IEEE Fellow for his global technical leadership in analytical methods for energy economics, power systems, and regulation.
  • He is the author or co-author of 1 book, 3 book chapters, about 50 articles in indexed journals, and about 100 conference papers on topics related to competitive energy markets.
  • He is a member of the technical committee for conferences on electric energy markets and defense juries for master’s and doctoral theses in Brazil and abroad.
  • He was an independent member of the Board of Directors of Votorantim Energia, a member of the Board of Directors of EPE, the Independent Brazilian System Operator, and a member of the National Energy Policy Council and the Brazilian Electric Sector Monitoring Committee.

 

Mario Veiga Pereira, DSc

Founding Director

Since the beginning at PSR, Mario was the founder of the company in 1987 and CEO until December 2018, when he became the Chief Innovation Officer (CINO).

Professional Experience

  • In Brazil, he advised most of the international and local investors in contracting strategies, acquisitions, and investments in new capacity.
  • He was the main formulator of Brazil’s energy contracting auctions (80 GW of new contracted generation capacity since 2005, totaling approximately $550 billion).
  • He co-designed Brazil’s bioelectricity program, as well as developed methodologies for wind energy auctions.
  • He is a Fellow of the IEEE and a member of the Brazilian Academy of Sciences and the National Academy of Engineering.
  • He was the creator of the Stochastic Dual Dynamic Programming (SDDP) methodology, used in dozens of countries for energy system optimization.
  • He received the Presidential Medal of Rio Branco for his contribution to the Brazilian electrical sector; the Medal of Scientific Merit for his research contributions; and is a co-recipient of the Franz Edelman Award for the development of stochastic optimization tools for hydrothermal systems operation.
  • He is the author and co-author of four books and approximately 200 articles in international journals.
  • Recently, in 2021, he was elected to the National Academy of Engineering (NAE) of the United States.

 

Rafael Kelman, DSc

Executive Director

Since 1997 at PSR and since 2008 as an executive director, Kelman creates and coordinates projects in the water resources field, participates in the company’s administration and strategic planning, writes articles, and gives presentations as a representative of PSR.

  • He has served as a consultant for the World Bank, IDB, and other multilateral institutions, with professional experience in more than thirty countries.

  • Participation in the coordination and development of computational models in the field of energy planning.
  • Studies in decarbonization, water resources, and international studies.
  • Speaker at national and international workshops and seminars, and author of numerous articles in specialized publications, book chapters, and conference proceedings in Brazil and abroad.

 

Raphael Chabar, DSc

Executive Director

Since 2002 at PSR, Chabar has been coordinating the development of computational models applied to the electricity sector. He is currently an executive director and holds the positions of COO, CTO, and CFO.

Professional Experience

  • Chabar has been leading the academic front as an instructor for various courses in Europe and Latin America in the areas of hydrothermal scheduling and risk management.
  • He is involved in the development of computational models applied to the electricity sector, such as:
    • Models for the optimization of gas contract management for thermal power plants under uncertainty (OptGas model).
    • Models for the optimization of physical-financial asset portfolios under uncertainty and with risk constraints (OptFolio model).
    • Models for the optimization of medium and long-term hydrothermal scheduling under uncertainty in centralized environments (SDDP model) and market environments (MAXREV model), as well as for the optimization of short-term hydrothermal scheduling (NCP model).

 

Sérgio Granville, DSc

Technical Director

Since 2000 at PSR, Granville is the technical director involved in research and development of advanced analytical tools based on nonlinear and stochastic optimization, game theory/economic equilibrium, and data analytics applied to the simulation of electricity markets, transmission system expansion planning, and integrated economy-energy models.

Professional Experience

  • He has managed the development of several analytical tools at PSR:
    • OptFolio: risk-adjusted optimization of physical and financial asset portfolios;
    • OptValue: financial evaluation of generation projects;
    • OptFlow: optimal AC power flow;
    • as well as modules for strategic bidding in energy auctions, stochastic evaluation of financial instruments (futures and options), and others.
  • He has participated in economic/financial evaluation studies of generation/transmission projects and contracting strategies both in Brazil and abroad.
  • He is the author or co-author of 50 technical articles in international journals and conferences, including pioneering methodologies that are internationally recognized, such as the application of nonlinear interior point methods for optimal power flow (OPF) and Benders decomposition for security-constrained OPF and post-contingency redispatch.
  • He coordinated research and development of optimization tools in the areas of optimal power flow and reactive compensation planning at CEPEL.

 

Luiz Carlos da Costa Jr., DSc

Since 2002 at PSR, Costa is the technical director responsible for coordinating the development and participating in the training and support of PSR’s most used computational tool, the stochastic hydrothermal simulation model (SDDP model). He has also been involved in the development of other computational tools at PSR for electric system expansion planning, generation-transmission reliability analysis, transmission cost allocation, supply-demand balancing markets, and energy price calculation.

Rodrigo Gelli, MSc

Since 2006 at PSR, Gelli is the technical director involved in coordinating the allocation of the team and activities of the energy studies and price and tariff projections group. He participates in technical discussions to define assumptions and simulations. Additionally, he is involved in the technical evaluation of the work produced by the group and participates in the entire cycle of the work/studies: client interface, work proposal preparation, work management and/or execution, presentation of results to the client, and monitoring of invoicing.

Paula Valenzuela, MSc

Since 2009 at PSR, Valenzuela is the technical director and coordinator of the energy regulation area. She is responsible for regulatory advisory studies for sector agents, associations, institutions, and government bodies. She has been involved in various arbitration proceedings as a technical assistant. She has also participated in Research and Development projects as a researcher or coordinator.

Since 2021 at PSR, Gomes is a technical director involved in strategic studies related to the transmission, distribution, and distributed energy resources sectors. Additionally, she contributes to broad and complex studies.

Professional Experience

  • Gomes began her professional career in the financial market, where she worked between 1995 and 2001.
  • She served as a consultant at PSR from 2001 to 2004, advising the Committee for the Revitalization of the Electric Sector Model and participating in the implementation of the General Agreement of the Electric Sector.
  • She worked at Light for 16 years (from 2004 to 2018 and from 2019 to 2021) as Superintendent of Regulation, responsible for all regulatory projects involving the companies within the group.
  • She served as the Director of Strategic Regulation for the Enel Group in Brazil, working on projects related to driving the Energy Transition in the country, focusing on the modernization of the Brazilian electric sector regulatory framework, digitization of networks, and integration of distributed energy resources.
  • She has more than 20 years of experience in the Brazilian Electric Sector, interacting with key sector entities (National Electric Energy Agency, Ministry of Mines and Energy, Chamber of Electric Energy Commercialization – CCEE, among others), as well as major sector associations.
  • She has been a member of the ABRADEE Council for more than 10 years.

 

Fernanda Thomé, DSc

Since 2000 at PSR, Thomé is dedicated to the development of new functionalities and technical support of computational models for the planning of power system operation and expansion. Currently, she coordinates the development of the OptGen software, a PSR tool for co-optimization of generation, storage, probabilistic reserve, transmission networks, and natural gas.

Julio Alberto Dias, DSc

Since 2011 at PSR, Dias works in the area of analytical modeling, primarily focusing on optimization, probability, statistics, and stochastic simulation. He works with machine learning, regression and classification techniques applied to system operation under uncertainty, information system modeling, primarily addressing solutions for Big Data, and development of frameworks for representing electric power systems, the basis for PSR’s applications.

Alessandro Soares, MSc

Additionally, he is working on R&D and specific consulting projects.

Ricardo Perez, MSc

Since 2009 at PSR, Perez leads international training and support activities for various PSR models (SDDP, OptGen, TSL, and NetPlan). Additionally, he collaborates closely with the development teams in product vision and the application of new methodologies.

Tiago Andrade, DSc

Analytical Tools

Since 2018 at PSR, Andrade works in the models and innovation team. He develops the theory and/or implementation of mathematical models and algorithms for various PSR models, including core models like SDDP, as well as new models emerging in the innovation area, such as a module for reversible hydropower plants in HERA. In the research field, he also works in the area of quantum computing.

Bruno Amaral, BSc

Iury Saboia Martins

Since 2021 at PSR, they have been contributing to studies conducted for national and international clients in the Energy & Generation (E&G) systems using models created by PSR. They assist in the evaluation and presentation of study results to respective clients. More recently, they have been assisting in the development and testing of the SDDP model and participating in tests of the PSRIO language (a language developed at PSR for evaluating input and output data from models).
