New rules for connecting to the Brazilian transmission system

In Brazil, following the so-called “Gold Rush” in the electricity sector, the National Electric Energy Agency (Aneel) published Resolution No. 1,069/2023 in September 2023, which consolidated the new rules governing access by generating plants to the transmission system. The resolution was established following an analysis of the issue with the sector, through public consultation No. 52/2022, and seeks to reduce the incidence of speculative projects, which reserve the capacity margin without committing to implementing their projects.

The new rule comes into force on January 3, 2024. However, the contribution of guarantees for Access Requests is already being charged by the National Electric System Operator (ONS), in accordance with Aneel Order No. 3.245/2023.
