Professional Experience

He has integrated experience in industry, government, and academia, having worked in Brazil and in more than 30 countries in areas related to public policy, planning, operations, regulation, economics, and modeling in the energy industry, earning global recognition.

He was President of the Energy Research Company (EPE) and responsible for energy planning studies that support public policy formulation by the Ministry of Mines and Energy (MME), to which the company is affiliated.

Since 2013, he has been an Associate Researcher at the Institute of Technological Research (IIT) at Comillas University in Madrid, Spain.

Since 2010, he has taught annually at the summer school on energy regulation, organized by the Florence School of Regulation (FSR) in Italy.

He chaired the E+ Panel of the E+ Institute for Energy Transition from 2019 to 2023.

In 2018, he was a Visiting Fellow at the International Energy Agency (IEA) in France, working on the newly created Clean Energy Transitions Program, a multi-year plan supported by 13 countries to advance the global energy transition.

In 2010, he won the Outstanding Young Engineer Award from the Power and Energy Society (PES) of the Institute of Electrical and Electronics Engineers (IEEE).

In 2020, he was named an IEEE Fellow for his global technical leadership in analytical methods for energy economics, power systems, and regulation.

He is the author or co-author of one book and three book chapters, approximately 50 articles in indexed journals, and around 100 conference papers on topics related to competitive energy markets.

He is a member of technical committees for conferences on electricity markets and has served on master’s and doctoral thesis defense panels in Brazil and abroad.

He was an independent member of the Board of Directors of Votorantim Energia, a member of the Board of Directors of EPE (Brazilian Independent System Operator), and a member of the National Energy Policy Council and the Brazilian Electric Sector Monitoring Committee.
